Professor
Dean Yusuf obtained his Ph.D. in International Environmental Law and Policy for Natural Resources and Energy from the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP), University of Dundee, Scotland. While undergoing his Ph.D. at the CEPMLP, Yusuf taught the Environmental Law and Policy for Natural Resources and Energy module as well as the Petroleum Taxation module as a Distant Learning Tutor in the LLM Distant Learning Program of the Centre. Prior to enrolling for his PhD studies, Yusuf studied at the Ahmadu Bello University, Zaria for his LLB (Honours) degree, and at the University of Lagos for his LLM degree.
Before joining AUN Yola as the Dean of the School of Law in August 2021, Yusuf was at the Faculty of Law, the University of Maiduguri where he started his academic career rising to the position of a Professor of Law and the Dean of the Faculty. Dean Yusuf’s research and teaching interests are in the areas of international environmental law and policy for energy and natural resources, international law of the sea, international maritime boundary disputes, the management of transboundary natural resources in areas of overlapping claims, democracy, rule of law and human rights, in addition to the prevention of corruption and the promotion of good governance. Professor Yusuf has two edited books to his credit. He has published widely in both local and international journals like the Nigerian Bar Journal, the International Energy Law Review (IELR), and Oil, Gas and Energy Law Intelligence (OGEL). Yusuf has also contributed a substantial number of chapters in books on law and law-related topics.
In addition, Yusuf was the Editor-in-Chief of the University of Maiduguri Law Journal (UMLJ) and a former member of the Editorial Board of the Nigerian Law Journal (published by the Nigerian Association of Law Teachers).
Professor Yusuf had served and is still serving, on many committees. set up by Borno State, Yobe State, the Nigerian Bar Association (nationally and at the state level), the Council of Legal Education, the National Universities Commission (NUC), TETFUND, etc. Yusuf was the former Chairman of the Special Committee for the Review of the Borno State Sharia Law, a former member of the Nigerian Bar Association Committee on the Amendment of the 1999 Constitution of the Federal Republic of Nigeria, and a former member of the Committee for the Review of Yobe State Laws. He is at present a member of the Borno State Law Review Committee in addition to being the Chairman of the Borno State Elders Committee of the NBA. Yusuf was a resource person/member of the NNPC and UNIMAID CONSULT Research Project on the exploration of oil in the Lake Chad Basin. In 2015, Yusuf was a discussant in the Expert Group Meeting (EGM) on Mainstreaming the Governance of the Extractive Sectors in the African Peer Review Mechanism (APRM) organized by the United Nations Economic Commission for Africa (UNECA) in Lagos. Yusuf was also a participant in the 2016 International Visitors Leadership Program of the US Government on Judicial Independence and Human Rights in the US for selected Nigerian judges and law professors.
Dean Yusuf was appointed a member of the 2021 Presidential Visitation Panel to the University of Uyo and was a member of many accreditation teams to several universities constituted by both the NUC and the Council of Legal of Education. This is in addition to his being an external examiner and an external assessor to numerous universities in Nigeria. Yusuf is a Solicitor and Advocate of the Supreme Court of Nigeria and a Fellow of the Institute of Chartered Mediators and Conciliators (FICMC), Fellow of the Institute of Management Consultants (FIMC), and Fellow of the Institute of Business Diplomacy and Financial Management (FBDFM). He is also a Certified Management Consultant (CMC), UK. Yusuf has attended and presented papers at many conferences, seminars and workshops in Nigeria, United Kingdom, United States, and the United Arab Emirates.
